The Board of County Commissioners is soliciting applications from interested persons to serve on the Frederick County Department of Social Services Board. Applicants having a desire to serve in this capacity must be residents of Frederick County and registered voters.

Members
Mustafa Kurakas, Chairman, is a Senior Economist at Westat, an independent research company. His research focuses on employment and quality of life issues involving people with disabilities, people who are homeless, and other disadvantaged populations. Prior to Westat, he was a post-doctoral research fellow at Johns Hopkins University. A resident of Frederick County since 2007, Dr.Karakus joined the Frederick County Department of Social Services Board in February 2009.
David Pearce, Vice Chairman, is retired from the US Army after 28 years in the Chaplaincy program, Special Forces and the Adjutant General Corps. He also retired from Federal Civil Service as Chief of Administrative Services for the Army National Guard, and the US Forest Service. David has a BA in Political Science/Public Administration and an MBA. He is a member of the Frederick County Mental Health Advisory Council and Frederick County Medical Reserve Corps. David is a Service Missionary for his church providing faith-based addiction recovery services in Maryland, West Virginia, and DC. He has spent many years in community service positions including Vice Chairman of a County Planning and Zoning Commission, City Planning and Zoning Commission, City Board of Adjustment, Member of a city-wide Community Emergency Response Team, Rape Crisis Center emergency response team member, Community Crisis Center volunteer, Legislative District Chairman, Community Activities Organizer and was even a professional parade float builder. David is the father of five children and lives in Frederick County with his wife Jane.
Robert Bennett, Secretary, is retired, married and has resided in Frederick for a number of years. He is on the Executive Board for the National Capital Area Council, Boy Scouts of America. Mr. Bennet joined the Frederick County Department of Social Services Board in January 2007.
Robert Myklebust, Treasurer, is currently an adjunct professor of Chemistry at Hood College. Previously, he was a Research Chemist and Consultant for Surface & Microanalysis Science Division at the National Institute of Standards and Technology. He is married with 2 grown children.
Jane Pearce, a registered nurse for more than 25 years is currently
employed as a Quality Improvement and Utilization Review Specialist for
Capital Hospice, a hospice serving 1000 patients in Northern Virginia,
Maryland, and District of Columbia. She has extensive experience in
acute and community care settings as well as public health and
regulatory compliance. She is a medical volunteer for LDS Humanitarian
Services, having the privilege of traveling to Central America in 2009
to provide medical services to the citizens of Nicaragua. Jane
volunteers as a Service Missionary providing faith-based Addiction
Recovery Services to parts of Maryland, West Virginia, and D.C. She is
also a member of the Medical Reserve Corp in Frederick County. Since
raising 3 children in Calvert County, Maryland, she now resides in
Frederick County with her husband, David.
Cher Woehl is retired from California State government where she served as a Deputy Director for the State's Income Tax Department and the Department of Child Support Services. During her 35 years in state service, Cher gained extensive experience in managing government programs during critical economic periods. She was involved in establishing the Department of Child Support Services and implementing California's statewide automated child support enforcement which included converting the 58 counties from independent enforcement programs to the a centralized program through the new department. Cher's tenure in state service provided her with in-depth knowledge of strategic and operational planning; program evaluation and re-engineering; administrative, fiscal and legislative policy development and implementation; project management; and organizational change management. Cher currently resides in Frederick, is a volunteer at the Frederick Memorial Hospital and is a commissioner on the Frederick County Commission for Women.
Commissioner Kirby Delauter is a County Commissioner and serves as the Commissioners’ liaison to the FCDSS Board. He is an attorney and a life-long resident of Frederick County.
Michael Levengood is a Program Administrator for Safe Routes to School for Frederick County Schools. Retired after 35 years as a Senior Account Manager for Snap ON Industrial in 2010. Has worked with various community groups; Boy Scouts, Maryland Safe Kids, and served on the Governors Bicycle/Pedestrian Advisory Committee . Has been a resident of Frederick County for the past 7 year.
Dana Mims is a Frederick County resident and looks forward to serving on the board.
Craig Tyler has spent over 30 years in the private sector in public relations,
advertising, and marketing primarily for the electronics industry, as well
as in operational systems and process analyses for biotech manufacturing
companies. He lived in New York, Philadelphia, and Montgomery County before
deciding to make Frederick his home in 1996. Becoming a first-time
grandfather in 2010 helped him realize it was time to give back to the
community. Craig joined the Board in November 2010.
Kaprece James is currently a full-time student pursuing a PhD in Public Policy and Administration with a specialization in Nonprofit Management and Leadership from Walden University. Kaprece has a Bachelor of Science in Political Science and Criminal Justice with a Masters in Public Administration. Kaprece has over 12 years of experience in the nonprofit sector in training, fundraising, program management, civic engagement, and community outreach. She volunteers with the Boys & Girls Club of Frederick County, American Red Cross, Frederick County Commission for Women, US Marine Corps Family Readiness Team, Goodwill GoodGuides Mentoring Program, and the Frederick County Branch of NAACP. Kaprece is a member and serves on the Executive Board of Frederick County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. Kaprece is a proud spouse of an active-duty service member and moved to Frederick County in 2010 with her husband and two dogs. Kaprece joined the Frederick County Department of Social Services Board in November 2011.
